This course covers the dominant theories that explain the origins and character of public policy in Canada, and other countries. The focus will be on both governmental and nongovernmental actors.

Also taking this class with Killingsworth I would have to agree. As long as you go to class and take good notes, you can do really well. His testing is very fair and the paper he assigns is also ten pages and topics were pretty much anything you wanted to select. I found him really interesting to listen to, although he can be a very quick talker which makes note taking a bit hard.

I took this with Killingsworth as a night class last semester. The content is pretty dry, and the textbook readings were brutal but Killingsworth only tested us on lecture material. Attendance, therefore, is almost mandatory because his lecture slides are pretty incomplete.
